However, a new threat emerges in the form of a radical ghoul faction, known as the "Kaze" (meaning "wind" in Japanese). Led by a charismatic and mysterious figure known only as "Kaito," the Kaze seek to overthrow the current government and establish a new order with ghouls as the dominant species. Taro, it turns out, is the son of a high-ranking Kaze member and is disillusioned with the faction's violent methods. He joins forces with Akira, and together they embark on a mission to infiltrate the Kaze and gather intelligence on their plans.

The story takes place in an alternate Tokyo, 10 years after the events of the original Tokyo Ghoul series. Ken Kaneki, the former half-human, half-ghoul, has long since become the leader of the CCG (Commission of Ghoul Counter Ghoul), now rebranded as the "Ghoul Regulation Committee" (GRC). Under his leadership, the GRC has worked tirelessly to maintain peace and order between humans and ghouls.
